Facts to be Known and Acted on Regarding the Referendum

(1) The list of the people who have the right to vote should be announced at least seven (7) days in advance.

(2) People should study the list and find out whether they are on the list or not.

(A) If not, report immediately to the respective block/village/quarter commission.
(B) If possible, compile the list of those eligible voters who passed away and moved in advance.

(3) Pay attention of the polling stations and the surrounding area to make sure you are voting in a secure and secret manner.

(4) When the polling station is open, ballot boxes should be open to at least five persons to ensure that there are no ballot papers and other materials inside. Pease check whether ballot boxes are closed securely.

(5) Check the ballot papers to see whether the seal/logo of the テ「竄ャナ鼎ommission for Holding Referendumテ「竄ャツ and signature of the polling station person in-charge are on it or not. If not, that paper will be considered void.

(6) If there is something that will affect the secret voting system found on the paper, demand to change it with a new one.

(7) Vote can be expressed by writing a check mark, (テ「ヒナ。) for the constitution or (X) against it on the ballot paper. According to your free will, voting against the constitution is not against any law, including the Referendum Law.

(8) Please be careful that your vote is not voided. Ballot papers without designated marks, deemed by the local commission a sham, and destroyed by someone else, will be considered void.

(9) After writing your desire on the ballot paper in a secret location, designated by the respective polling station, put your ballot into the ballot box, which should be placed in front of the public.

(10) You are not allowed to send a representative to vote on your behalf. For those who are blind and incapacitated, please make sure to watch whether the polling station helps them to vote without compromising the secret voting system.

(11) The polling stations are open from 6:00 AM to 4:00 PM.

(12) If there are still people at the polling station at the time of closing of polling stations, they should be allowed to vote even after 4:00 PM.

(13) Please try to be one of the ten people who will be allowed to watch the vote counting.

(14) (A) Please watch inspection of ballot boxes, opening of them and counting of votes.
(B) Please watch and record counting and recording of affirmative votes, negative votes and voided votes.

(C) Please also watch packing of these votes, as well as the left-over ballot papers separately.

(15) All these facts above apply to those who vote in advance. After writing their desire on ballot paper, please put it in the envelope, seal securely and return immediately.

(16) If you find someone or an organization violates these rules, please immediately report officially to the polling station person in-charge verbally or in writing. It will be better to report in writing.

(17) Please discuss the above-mentioned facts with those who have the right to vote to ensure a better and clearer understanding.
